YASID - couple working for a government group - she's a witc

I'm trying to find a story I read many (30+ years ago). It was about a couple working for a government agency - she was a witch (or at least could ride a broom - maybe she was telekinetic) and he was a werewolf. I have it associated with Robert Heinlein, but that may be just because I was reading a lot of his work at the time (I have tried to Google various combinations associated with Heinlein to no avail). Does anyone remember a story like this?
